‘Childbirth culture’: With China’s birth rate slumping to its lowest
level since 1978, President Xi Jinping this week told a state-run
women’s group to “actively cultivate a new marriage and child

birth culture.” It was quite a change from his 2018 comments to
the All-China Women’s Federation, when he urged it to focus on
balancing family with work. Xi has been increasingly promoting
more traditional domestic roles for women, and last year he re

shufed the Politburo, the country’s top decision- making body, to
remove all female members. Beijing abandoned its one-child policy
in 2016. But the fertility rate has not rebounded, and last year
China recorded its first population decline in six decades. In Hong
Kong, local officials have begun offering cash bonuses of $2,550 to
couples for each child.
